This chapter describes the evaluation procedure for pre-proposals and
proposals of SENTINELS, the procedure concerning granting and
rejection, and the progress monitoring of the program and the projects funded.
The available funding will be spent in two portions.
The evaluation process will be similar to that of the
PROGRESS
program (see http://www.stw.nl/programmas/progress), a combination
of pre-proposal, peer review and prioritizing by the Program
Committee.
In defining both the call for pre-proposals and the call for proposals,
care will be taken to ensure that they are aligned with other
research programs such as those mentioned in section 2.12.
As discussed before, the focus of the SENTINELS program
is on two application
areas that are essential for Dutch industry and government:
(1) security and privacy for ambient intelligence, and (2) security
and privacy for e-business and e-government.
These focus areas have been selected by security experts from finance,
government, industry, research institutes and universities as explained
in section 2.7.
The procedure described in this chapter will ensure this focus by
the (inter)national expert referees, the final prioritizing in
the Program Committee and the contribution of participating companies.
Both the national and the international referees will make
sure that duplicate, redundant or irrelevant research will not be done.
The Program Committee will make sure that the research is relevant for
Dutch society by their prioritizing order. She can do this because
their members are from
finance, government, industry, research institutes and universities.
Additionally, companies are contributing to research proposals by providing
a certain percentage of the project budget
(see section 7.1). Of course, companies will only do
so when they believe the research is important for their company or
Dutch society.
