Proposals

The full proposal should clearly describe the research planned, the industrial partners and their contribution, a budget overview, etc. It should be written according to the format described in the Technology Foundation brochure ``Richtlijnen Open Technologieprogramma'' [38].

The organization of the refereeing is done by the Technology Foundation according to their usual procedures. That means, a.o., that reviews are done anonymously and that for each proposal at least five external experts will be asked (both from universities and from industry). To ensure that SENTINELS proposals are truly novel, international reviewers will be asked whenever possible.

Each of the experts will be asked a fixed set of questions (see 7.3.1). The reviewers' answers will be collected and sent to the applicants for comment. Answers and comments will then be merged in a single document, the protocol.


Items for evaluation for proposals

The evaluation items are split into three groups: one for the scientific quality, one for the utilization (the expectation that results can be exploited in industry or society) and one for fitness in the SENTINELS program.

Scientific quality

  • Is the team competent enough to be able to carry out this research successfully?
  • To what extent is the proposal original and/or innovative?
  • What is your opinion on the scientific research method?
  • What is your opinion on the research program?
  • What is your opinion on the time schedule?
  • To what extent is the available infrastructure adequate?
  • What are your comments on the number and category of the requested staff?
  • What is your opinion on the budget requested for materials, investments and foreign travel?
  • Do you have any other comments on the scientific aspects of the proposal?

Utilization

  • What is your opinion on the application of results of the research team in the past?
  • What are in your opinion the strong and weak points of the utilization plan?
  • How effective and realistic will the utilization plan be, in case the research project is successful?
  • If possible, please comment on the influence of the research results on the Dutch economy and/or Dutch competitiveness.
  • Which aspects of the intended results will be patentable? Do you expect that the research team will encounter existing patents that may obstruct the utilization?
  • Are you aware of any other users (Dutch or foreign) not mentioned in the proposal who may contribute to this research project?
  • In case a third party contributes to the research project, how do you judge this in respect to his/her commercial or economical interest?
  • Which applications in industry, society, technology or science are you aware of that have not been described in the proposal?
  • Do you have any suggestions on how to improve the utilization?

Compliance with the program

  • What is your opinion on the conformance of the proposal to the SENTINELS research aims and objectives?
  • Do you think the proposal fits in the SENTINELS research program?
