Two year after the start of projects of round 1, the projects of round 2 will start. The consideration term is estimated to be one year and consists of the following parts: the writing of the pre-proposal and the selection of the pre-proposals by the board (both one month), the writing of the proposal (two months), the proposal selection process (six months) and an average finding of personnel period of two months. The proposal selection process may seem long, but this is the average consideration term of Technology Foundation STW proposals. What happens during this period is that reviewers have to be found, the reviewers need time to evaluate the proposals, their comments have to be transformed in a protocol (see section 7.3) and the applicant needs time to react on the protocol. When the protocol and the response are ready they can be sent (together with other proposals) to the Program Committee for the prioritizing process. Finally, the Steering Group has to approve the granting proposal from the Program Committee and acceptance/rejection letters have to be sent. In most cases contracts will have to be made since SENTINELS requires industry participation. Especially the time reviewers take is difficult to plan. According to current practice, the Technology Foundation requests it to be done in three weeks time, but sometimes this takes more time. Reviewers are asked a favor (they will not be paid) so there is no way to stimulate this.
